Following the explosion of the lower city of RT, General Floyd Waters had been appointed by the governing authority at the time to bring back authority into the crumbling empire of revolution's thunder.

Who is Waters?

Floyd Waters is a General of the Revolution's Thunder Army Corps and was heavily involved in the Nether War, leading the close protection of the royal palace and gaining trust from the royal family, having free roam around the palace and even being the military right hand of the king.

Waters was known to always have a major hatred towards some non-humans from Moonlight Falls, especially werewolves that he always considered lower than anyone else or even sorcerers that he considered as "failed magicians"

Even tough he had hatred towards the non humans of MF, he still formed strong ties with a vampire named Manfred Nikolai who had been appointed minister of the supernatural by the king.

The crumbling empire of RT

Having learned of the catastrophe that destroyed the majority of lower RT and the mess that had been created, almost going to a civil war, the king ordered Waters to get there with his men in, placing the remains of the town and its inhabitants under martial law.
